first_img ARK Invest researchers commented on OpenUSD: Essentially similar to early DAOs, competitor alliances face multiple obstacles

ARK Invest Research Director Lorenzo Valente commented on the OpenUSD stablecoin project launched by several institutions. He stated that, despite the strong capabilities of the participants (including Visa, Stripe, Mastercard, BlackRock, Coinbase, etc.), OpenUSD faces multiple significant obstacles:First, there are liquidity and cold start issues; USDC and USDT have already formed strong network effects, dominating exchanges, payment processors, and brokers, making it difficult for the new stablecoin to gain trading pairs and large-scale holding willingness;Second, the decision-making speed of the alliance composed of 500 competitors will be extremely slow, lacking successful precedents, and conflicts of interest will be hard to coordinate;Third, the regulatory and antitrust risks are extremely high; the joint issuance of currency by large banks and card networks is likely to become a regulatory focus;Fourth, the revenue-sharing model results in issuers retaining too little capital, making it difficult to cover high operational and promotional expenses;Fifth, the actual commitments from partners are limited, mostly consisting of letters of intent (LOI), and parties are still supporting competitors, preferring multiple hedges rather than exclusive binding.Valente concluded that OpenUSD is essentially similar to "a DAO of multiple competitors," making it difficult to execute and make decisions quickly, and it may ultimately repeat the governance failures of early DAO projects, which could not be effectively implemented.Affected by the OpenUSD plan, Circle's stock fell over 17% in a single day, and ARK Invest took the opportunity to buy in.

Imran Khan, co-founder of Alliance, stated on the X platform that he remains optimistic about the development prospects of the cryptocurrency industry, noting that the market has previously overestimated the speed at which cryptocurrency would become the next mainstream computing paradigm. Many had originally expected cryptocurrency to lead the next platform revolution, but ultimately, it has largely been artificial intelligence (AI) that has taken on this role.Khan pointed out that over the past decade, a significant amount of capital has flowed into the cryptocurrency industry, but a considerable portion of that funding has been used for overbuilding. The industry has not focused on a few applications with clear advantages but has attempted to reshape multiple fields such as finance, social networking, and governance simultaneously. The adjustments and consolidations currently experienced in the market are essentially a natural return after previous overexpansion and do not mean that the core logic of the cryptocurrency industry has failed.He believes that the greatest path to success for the cryptocurrency industry may not be to first create a killer application, but rather to become the global financial infrastructure. As stablecoins, cryptocurrency wallets, tokenized stocks, and on-chain financial services reach more users through digital banking and ultimately serve AI agents, the cryptocurrency network will become the default value settlement layer of the internet. Once these infrastructures are widely adopted, innovations such as DAOs, decentralized markets, and machine-to-machine payments, which were previously difficult to implement due to timing, may finally see true large-scale application opportunities.

The Liberal Democratic Party's Blockchain Promotion Parliamentary Alliance in Japan submitted a policy proposal to Finance Minister Katsuyuki Kitayama, calling for the clear inclusion of blockchain and Web3 in the national strategy. The proposal covers multiple areas including tax reform, cryptocurrency ETFs, leveraged trading regulation, responses to unregistered operators, cryptocurrency strategy, and trade logistics. Among them, the proposal suggests further research on the choice mechanism for "declaration separation taxation" and "withholding separation taxation" for crypto assets, and explores the tax treatment methods for exchanges and inheritance of crypto assets.In terms of derivatives regulation, the proposal believes that the current 2x leverage limit for individual cryptocurrency trading is too low and suggests gradually increasing the leverage level in conjunction with margin management systems. At the same time, the proposal also calls for a clear positioning of the cryptocurrency ETF system and strengthening law enforcement cooperation with overseas regulatory agencies. Katsuyuki Kitayama stated that he will actively promote the construction of related systems, including facilitating the implementation of cryptocurrency ETFs and researching a new tax system to be implemented in January 2028.
