According to Livecoins, Brazilian Federal Deputy Lincoln Portela proposed Bill No. 2.901/2026, which aims to establish a framework for a national fintech and digital finance platform, creating a permanent regulatory sandbox system for testing blockchain technology and asset tokenization, supervised by the Central Bank of Brazil.The bill requires regulatory requirements to be proportional to the size of the company, allowing small fintech startups to apply simplified standards, and prohibits the government from imposing bureaucratic measures or obligations that do not align with the digital nature of the cryptocurrency market. The sandbox testing scope includes financial flow tracking, artificial intelligence credit applications, and programmable payment practices.The bill also allows companies to share network infrastructure and institutional adaptation databases, but they must comply with data protection regulations. The cooperation mechanism aims to combat financial crimes in cryptocurrency transactions, promote customer identity verification, and enhance cybersecurity.The bill also proposes the establishment of a national system for digital financial integrity, coordinating network regulatory actions to combat criminal structures that use cryptocurrency to hide wealth. Fines for non-compliant companies can reach up to 20% of their annual profit or revenue. The bill will be discussed in various committees of the House of Representatives.

Marc Andreessen, co-founder of the venture capital firm a16z, published an article outlining his stance on AI regulation by the U.S. government. He also attributed the relatively lagging state of technological innovation in Europe in recent years to a culture of excessive regulation, believing that regulation should not become a moat to protect vested interests and raise market entry barriers.However, Andreessen emphasized that he does not oppose all forms of regulation. On the contrary, he supports rules that can build market trust, ensure public safety, and maintain fair competition. For example, preventing AI from faking voices to commit financial fraud, preventing deepfake content from interfering with elections, preventing technology from being used to harm vulnerable groups, and ensuring that consumers and businesses can safely use new technologies.In his view, reasonable regulation is like guardrails on a highway and a braking system in a car; it does not hinder technological progress but rather allows innovation to develop in a faster and more sustainable manner. DeFi community jointly writes to the SEC requesting the establishment of rules to clarify the regulatory framework

The DeFi Education Fund, along with Aave Labs, Uniswap Labs, Paradigm, Andreessen Horowitz, and other organizations, has sent a letter to the U.S. SEC in response to the recent statement released by the trading and markets division regarding the registration of "non-custodial user interface" brokers for crypto asset securities.The signatories support the statement that the "non-custodial user interface," which only provides a technical entry point and allows users to manage their assets independently, should be excluded from broker registration. They also urge the SEC to establish clearer and more sustainable definitions of "broker" through formal rulemaking, to avoid incorrectly categorizing neutral software tool providers, validators, RPC/API, oracles, cloud services, and other infrastructure under broker regulations.
