Circle Foundation: Exploring stablecoin payments for humanitarian assistance, providing funding to the United Nations Development Programme and the World Food Programme

The Circle Foundation announced two grants to the United Nations Development Programme (UNDP) and the World Food Programme (WFP) to explore the application of digital payments and digital financial infrastructure in humanitarian aid and development projects.The Circle Foundation stated that the relevant programs will study how to utilize digital payments and regulated payment-type stablecoins to disburse funds to aid recipients more quickly, transparently, and at a lower cost.For the UNDP, the grant will be used to establish and operate a "Digital Asset Innovation Pool," helping country offices expand previous digital payment pilot projects conducted in Syria, Haiti, Guatemala, and Gambia from single projects to regular project execution, and provide support such as regulation, operations, and beneficiary protection; this mechanism will not replace traditional banking channels but will serve as a complementary option outside the existing payment system.For the WFP, the grant will support the establishment of governance, risk management, funding, reconciliation systems, and compliance tools necessary for stablecoin payments, and integrate local fintech and mobile payment services. Over the next three years, the WFP plans to test 2 to 3 payment channels connecting its payment system with local financial service providers and markets to assess the performance of stablecoin payments in terms of efficiency, transparency, and resilience.

Tether released a dataset of 191.4 billion Token STEM, betting on the "explanatory ability" of local small models

The stablecoin giant Tether's Tether AI Research today released QVAC Genesis III, a synthetic training dataset aimed at the fields of science, technology, engineering, and mathematics, with a scale of 19.143 billion tokens, covering 159.6 million documents.It is reported that Tether hopes to enhance the reasoning and teaching capabilities of small AI models, allowing more AI assistants to run directly on laptops, mobile phones, and local servers, reducing the ongoing reliance on large cloud models.Genesis III continues the data lineage of Genesis I and Genesis II, covering 19 curriculum-related fields including biology, chemistry, physics, mathematics, computer science, medicine, electrical engineering, and machine learning, aimed at high school, university, and professional applications. Tether states that the dataset will focus on training models to explain problem-solving paths, identify erroneous reasoning, and provide corrections, rather than just outputting final answers.According to Tether's disclosed test results, a 1.7 billion parameter model trained with Genesis III option-level data achieved an effective answer rate of 99.45% in relevant benchmark tests. Compared to the Cosmopedia-v2 training model of similar token scale, Genesis III improved scores on the ARC-Easy, ARC-Challenge, and MMLU STEM benchmarks by 28.57, 21.35, and 15.03 percentage points, respectively.

first_img Visa partner Reap plans to launch a Mexican Peso stablecoin, exploring 24/7 on-chain foreign exchange

According to CoinDesk, Daren Guo, founder of Reap, a Hong Kong fintech platform and Visa partner, stated that Reap plans to add a Mexican peso stablecoin to its card, cross-border payment, and fund management products, and is exploring stablecoins for the Hong Kong dollar, euro, Korean won, and Japanese yen to support around-the-clock on-chain foreign exchange settlements and reduce cross-border costs.Reap is a major issuing member of Visa in Hong Kong and Mexico (VPIM), owned by Kraken's parent company Payward, and can issue cards on its own BIN, claiming to support partners in over 100 markets. Guo noted that while public blockchains continue to operate, global foreign exchange still relies on bank operating hours, correspondent banks, and settlements that can take several days. Transfer fees for some currency corridors in emerging and cross-border markets can reach 5% to 7%, while nearly 99% of current stablecoin payments are denominated in US dollars.The company is integrating stablecoin settlements into a broader product system that includes cards, cross-border payments, fund management, and compliance risk control. Reap stated that in the first half of 2026, card and payment volumes grew by 33% year-on-year, with revenue and transaction volume expected to double in 2025. Stephen Karpin, President of Visa Asia Pacific, stated that blockchain settlement should not be viewed as a replacement for traditional payment systems, but rather as a complementary relationship, with opportunities to reduce friction and maintain interoperability with the broader financial system.

first_img Kakao Pay, KakaoBank, and Fireblocks collaborate to explore stablecoin business

Korean fintech company Kakao Pay and internet bank KakaoBank have signed a memorandum of understanding (MoU) with cryptocurrency infrastructure provider Fireblocks to jointly explore digital asset opportunities, including stablecoins. According to the agreement, both parties will conduct proof-of-concept testing for digital asset infrastructure that meets South Korean regulatory, security, and service requirements, aiming to build a secure on-chain infrastructure for the country's emerging digital asset market. The announcement did not disclose specific timelines for launch, investment, or implementation.Kakao Pay primarily focuses on mobile payments and financial services, while KakaoBank is one of the largest internet banks in South Korea, both belonging to the Kakao ecosystem. Fireblocks stated that it provides digital asset infrastructure for over 2,500 institutions, including more than 100 banks. This collaboration follows another partnership between Kakao Group and stablecoin issuer Circle, where the two signed an MoU in July this year to explore blockchain-based payment infrastructure and digital asset technology, and to study opportunities surrounding the Korean won stablecoin and related services.As South Korea gradually improves its digital asset regulatory framework, Kakao Pay and KakaoBank are among many Korean financial and tech companies exploring stablecoin opportunities. In May this year, KB Financial Group completed a pilot for a Korean won stablecoin covering issuance, offline merchant payments, and cross-border remittances; in July, fintech company Toss collaborated with Optimism and Sunnyside Labs to conduct a proof of concept for Korean won-based stablecoin payment infrastructure.

According to security companies such as SlowMist, the third-party application FomoPeek (versions 1.1-1.2) contains malicious code that can exploit vulnerabilities in the iOS system to gain maximum permissions on the device and may access sensitive data stored on the device, including private keys, mnemonic phrases, login credentials, chat records, files, etc. Please note that such malware directly attacks the device itself.
