The Polish Parliament is reviewing four cryptocurrency bills simultaneously

The Speaker of the Polish Sejm, Włodzimierz Czarzasty, announced that the parliament has officially begun reviewing four competing regulatory bills for crypto assets, following President Karol Nawrocki's veto of related legislation twice. This review involves multiple legislative proposals from the government, the presidential office, the Poland 2050 party, and the Confederation party, with a second reading vote expected to take place on Thursday. The core disagreement centers on the scope of the Polish Financial Supervision Authority (KNF) regarding account freezing powers and the maximum penalties for violations. The presidential draft sets the maximum fine at approximately 20 million zlotys (about 5.5 million USD), while the Ministry of Finance's version raises it to 25 million zlotys (about 6.9 million USD).Meanwhile, the opposition Law and Justice party (PiS), after withdrawing support for earlier regulatory proposals, submitted a separate bill on Monday advocating for a complete ban on crypto asset-related activities in Poland, further complicating the regulatory discussion. Speaker Czarzasty stated that the PiS ban draft will enter the review process only after the four main regulatory bills are completed and questioned the connection between crypto industry funding and political activities, specifically inquiring about potential political financing issues, including those involving zondacrypto.

The CLARITY Act makes key progress: compromise reached on stablecoin yield rules, entering the countdown for review

According to Crypto In America, the U.S. CLARITY Act has reached a key compromise on the yield mechanism for stablecoins, clearing an important obstacle for the Senate Banking Committee to advance its review.Under the latest proposal, crypto companies can offer rewards (such as cashback or membership benefits) based on user transaction behavior, but are prohibited from paying interest yields (APY) on idle stablecoin balances. This compromise means that stablecoins will be explicitly positioned as payment tools, rather than as bank-like deposits or high-yield savings products. The industry generally believes that this provision strikes a balance between the crypto industry and traditional banks, but is overall more favorable to the banking system.Industry organizations, including Coinbase, have renewed their support for the bill, believing that although the yield restrictions have tightened, there is still room to earn rewards based on actual usage scenarios. Some industry insiders have pointed out that this move limits the financial attributes of stablecoins.In terms of the regulatory process, Senate Banking Committee Chairman Tim Scott is expected to schedule a markup of the bill soon, possibly as early as mid-May after Congress reconvenes. Additionally, discussions around DeFi regulation (such as defining developer responsibilities) and ethical provisions are still ongoing and may become important variables affecting the bill's final passage. The U.S. SEC has postponed the review of the first batch of prediction market ETFs, which are linked to real events such as election outcomes and economic recessions

According to Reuters, the U.S. Securities and Exchange Commission (SEC) has delayed the review of the first batch of predictive market ETFs, resulting in the postponement of more than 24 products originally scheduled for launch. Insiders revealed that the SEC is requesting issuers to provide further clarification on product mechanisms and information disclosure details, and this delay is expected to be temporary.Issuers such as Roundhill Investments, Bitwise Asset Management, and GraniteShares submitted applications in February this year to launch ETF products linked to real-world events such as election results, economic recessions, tech layoffs, and oil prices.According to SEC rules, ETF applications typically become effective automatically 75 days after submission unless the regulatory agency intervenes. Currently, Roundhill has set May 5 as the effective date, and Bitwise and GraniteShares' products are also expected to launch around the same time. The market is closely watching whether the SEC will ultimately approve these products that open up the "event contract" asset class.Bitwise Chief Investment Officer Matt Hougan stated, "This is a rapidly maturing field, and regulation is maturing in parallel," noting that innovative products like Bitcoin ETFs have also gone through a lengthy review process but ultimately launched successfully.
