Circle Foundation: Exploring stablecoin payments for humanitarian assistance, providing funding to the United Nations Development Programme and the World Food Programme

The Circle Foundation announced two grants to the United Nations Development Programme (UNDP) and the World Food Programme (WFP) to explore the application of digital payments and digital financial infrastructure in humanitarian aid and development projects.The Circle Foundation stated that the relevant programs will study how to utilize digital payments and regulated payment-type stablecoins to disburse funds to aid recipients more quickly, transparently, and at a lower cost.For the UNDP, the grant will be used to establish and operate a "Digital Asset Innovation Pool," helping country offices expand previous digital payment pilot projects conducted in Syria, Haiti, Guatemala, and Gambia from single projects to regular project execution, and provide support such as regulation, operations, and beneficiary protection; this mechanism will not replace traditional banking channels but will serve as a complementary option outside the existing payment system.For the WFP, the grant will support the establishment of governance, risk management, funding, reconciliation systems, and compliance tools necessary for stablecoin payments, and integrate local fintech and mobile payment services. Over the next three years, the WFP plans to test 2 to 3 payment channels connecting its payment system with local financial service providers and markets to assess the performance of stablecoin payments in terms of efficiency, transparency, and resilience.

first_img Andrew Ng: AI dangers are being overhyped and development should not be paused

Stanford University professor and founder of Landing AI, Andrew Ng, stated in a post on X that recent voices advocating for the dangers of AI have made significant progress, seemingly driven by a well-orchestrated public relations campaign, and he is concerned that this poses a setback for the field. Ng indicated that there has been no unexpected dangerous turn in AI technology, and the risk of human extinction has not increased compared to a few months ago; related theories remain in the realm of science fiction.He pointed out that the biggest change lies in cybersecurity capabilities, which should be taken seriously, but will not lead to an apocalypse. Recently, the incident where the OpenAI team deployed a swarm of agents to invade Hugging Face was exaggerated by the media, for example, describing 1,200 agents working in parallel as a miraculous ability, while computers inherently run many processes simultaneously. The key factor is the vulnerabilities in the OpenAI sandbox and monitoring; fixing these vulnerabilities and strengthening monitoring is sufficient, and there is no need to pause AI.Ng also stated that large language models and agents should not be anthropomorphized; the responsibility lies with the builders and users, not the tools themselves. Pausing AI progress will cause more harm, as opponents will not slow down; engineering needs to discover and fix problems through empirical evidence. Beneficial applications still far outweigh the risks, and development should continue.

Trump opposes slowing down AI development, family continues to increase AI investment

Donald Trump and his family business are continuing to expand their investments in artificial intelligence, data centers, power infrastructure, and related technology companies. Financial disclosures show that after Trump's return to the White House, his investment accounts have reported nearly 30,000 securities transactions, including buying and selling stocks of chip, server, and energy infrastructure companies such as Dell Technologies, Micron Technology, GE Vernova, Broadcom, Texas Instruments, Credo Technology, and Advanced Micro Devices. It is currently unclear whether Trump still holds these shares, as related transactions do not require real-time disclosure, and Trump has not placed his assets in a blind trust.Trump Media Technology Group plans to merge with the fusion company TAE Technologies, which intends to build power generation facilities amid the growing demand for electricity in AI data centers. Dragonfly Partner: Zcash currently still needs a development fund, but it should terminate after the protocol is solidified

Dragonfly Managing Partner Haseeb Qureshi commented on the controversy surrounding the Zcash development fund, stating that the Zcash community has positioned itself as "the crypto version of Bitcoin" and has refused to continue adding more features to the protocol. To become a reliable store of value, Zcash ultimately needs to achieve protocol finality, but it still needs to advance Tachyon, quantum resistance, and comprehensive formal verification required to address AI network attacks, making it unsuitable for finality in the next one to two years.The development fund has played a necessary role during the phase of lacking private funding to support Zcash development, and under current rules, it will expire in 2028. However, as the price of ZEC has surged significantly, the scale of the fund has expanded by an order of magnitude; once the fund exceeds 100 million dollars, it will inevitably move towards institutionalization and face the risk of the allocation mechanism being politicized.He advocates for the continued retention of the development fund at this stage to complete the remaining technical work before protocol finality, but this round should be the last round of the development fund. Once Zcash meets the conditions for finality, the fund should gradually wind down rather than continue seeking new funding projects; future development needs can be spontaneously funded by holders and ecosystem supporters, similar to Bitcoin.In terms of governance, Haseeb does not support voting solely by token holders, believing that a store of value asset requires policy predictability, and pure token governance is too volatile. He supports limited participation by holders and believes that committee governance, while flawed, may be a more feasible solution. Haseeb also disclosed that Dragonfly holds ZEC and that he himself is a ZODL investor, but ZODL will not directly benefit from the development fund.
