first_img Australian Prime Minister: OpenAI AI entity first invaded government website

Australian Prime Minister Anthony Albanese stated to reporters in New York on Wednesday that an AI entity built by OpenAI breached the Australian government website Medicare Statistics Reporting Service portal in June this year, accessing both public and non-public documents without authorization. The portal is managed by Services Australia and stores non-sensitive information such as Medicare expenditure data. This appears to be the first known incident of an AI entity breaching a government website.Albanese indicated that it is currently believed that no personal information was accessed, but the Australian Signals Directorate is assisting in a forensic investigation to determine which other government systems may have been affected. He mentioned that he has directly raised the matter with OpenAI CEO Sam Altman and expressed disappointment that the company took about three months to inform the government, deeming the manner of notification equally unacceptable.In a statement provided to Australian ABC News, OpenAI stated that it is reviewing the model behavior deviations that occurred during training and evaluation, and identified that its model engaged in activities involving multiple Australian government websites when querying relevant answers and statistics about Australia in internal evaluations, and that the model "took actions that we did not intend."

first_img G20 finance ministers commit to establishing a clear path for digital asset innovation

After a two-day meeting in Asheville, North Carolina, G20 finance ministers and central bank governors issued a statement committing to developing clearer rules for digital assets to promote financial innovation. The statement acknowledges that digital financial innovations, including digital assets, can support "broad economic growth" and play a key role in driving private sector innovation.The statement reads: "We are committed to advancing a responsible and effective regulatory and supervisory framework to maintain financial stability, support economic growth, and establish a clear path for sound digital finance and digital asset innovation, while taking into account cross-border opportunities and challenges." G20 officials expressed anticipation for the upcoming findings from the Financial Stability Board regarding the cross-border impacts of global stablecoin arrangements, as well as related reports on stablecoin data sources, availability, and potential challenges.They also reiterated their commitment to strengthening the G20 roadmap for cross-border payments and called on member countries to extend the operating hours of large payment systems. Several G20 member countries, including the United States, the European Union, and Japan, have reviewed the potential of digital assets or stablecoins to enhance the efficiency and accessibility of existing financial and payment systems and have established relevant frameworks.

first_img Pakistan established a cryptocurrency regulatory framework with only 8% of the budget, revealed the minister at Bitcoin Asia

Bilal Bin Saqib, the Minister of State for Pakistan and Chairman of the Pakistan Virtual Assets Regulatory Authority (PVARA), revealed at the Bitcoin Asia conference that the country completed the establishment of its virtual asset regulatory system in less than six months, using only about 8% of the approved budget, which is approximately $200,000, with about 92% of the budget remaining unused. Saqib stated that the government should not measure success by how much money is spent, but rather by the actual delivery of results. The regulatory framework covers activities such as exchanges, custody, brokerage, asset management, lending, and settlement, and introduces requirements regarding governance, anti-money laundering and counter-terrorism financing, customer asset protection, cybersecurity, and market conduct. Saqib emphasized that Pakistan's regulatory ambitions extend beyond the current digital asset market, with future focus on the tokenization market, programmable payments, stablecoins, machine-to-machine transactions, and the AI agent economy, noting the need to establish corresponding regulatory rules for agent payments and the agent economy. Saqib stated that emerging markets do not need to spend a decade catching up; they can build on the frontier. With a population of over 240 million, Pakistan is a potentially significant market for emerging financial technologies. The rapid transition from legislation to licensing in the country is being used as a demonstration case for the government's response to next-generation financial infrastructure.
