According to a16z crypto, on May 14, the U.S. Senate Banking Committee voted in a bipartisan manner to advance the "Digital Asset Market CLARITY Act" (CLARITY), marking a historic step in the legislative framework for the U.S. crypto market. The CLARITY Act aims to establish a clear regulatory framework for blockchain networks and digital assets, with core content including: clarifying the regulatory boundaries between the SEC and CFTC regarding crypto assets, regulating the operations of crypto exchanges, protecting consumer rights, and providing a clear path for compliant operation of blockchain networks in the U.S.a16z pointed out that the U.S. has relied on "regulatory enforcement instead of legislation" over the past decade, which not only distorts the market and stifles innovation but also gives rise to a large number of regulatory arbitrage activities, leading many crypto projects to move overseas. The bill references the 2024 FIT21 Act and the 2025 House version of the CLARITY Act, and further improves upon them. Currently, the two drafts from the Senate Banking Committee and the Agriculture Committee will be merged into a unified bill, which will be submitted for a full Senate vote, and after passing, will also require approval from the House of Representatives and the President's signature to officially take effect.a16z compares this legislative progress to the historical significance of the 1933 Securities Act and cites the precedent of explosive growth in the industry following the passage of the GENIUS stablecoin bill, believing that once CLARITY is implemented, it will usher in a new wave of innovation for the U.S. crypto industry.

The "CLARITY Act" has entered the full voting stage in the Senate and still requires the support of at least 7 Democratic senators

The CLARITY Act has been reviewed by the U.S. Senate Banking Committee today and will next enter the full Senate voting stage.According to Mars Finance, the market is optimistic about the completion of the legislation this year, with the success probability predicted by the market Polymarket exceeding 70%. However, the bill must first pass the critical procedural threshold of the "motion to end debate," which requires at least 60 votes in favor from the 100 senators; otherwise, it may face indefinite delays.Reports indicate that two Democratic senators have explicitly crossed party lines to support the bill, and all 51 Republican senators are expected to vote in favor. Therefore, at least 7 Democratic senators' support is still needed to advance the bill to the final voting stage.In addition, the CLARITY Act will need to be integrated with the version from the Senate Agriculture Committee. The Banking Committee version mainly involves the SEC regulatory framework, securities classification, trading platform registration, and DeFi protection; the Agriculture Committee version focuses on CFTC regulation, digital commodity spot and derivatives markets, among other areas. Federal Reserve Governor Stephen Milan officially submitted his resignation on Thursday, stating that he would vacate his seat on the Federal Reserve Board at or before the inauguration of the new chairman, Kevin Warsh.Milan took over her position on the board after Adriana Kugler's sudden resignation in August 2025. Milan has played a dissenting role in the Federal Open Market Committee (FOMC), which is responsible for setting interest rates. The Ethereum Foundation officially launched the Clear Signing open standard on Tuesday, aimed at replacing the unreadable hexadecimal strings displayed when wallet users sign transactions with human-readable transaction content.This standard is centered around ERC-7730. When a wallet supports this standard, it will read the descriptor file of the contract and reconstruct the raw transaction data into understandable content, such as displaying a Uniswap V3 swap as sending 1,000 USDC and receiving at least 0.42 WETH. ERC-8176 adds an integrity certification layer on top of this, allowing auditors to publish signature certification confirming the accuracy of the descriptors. Participants include hardware wallets (Ledger, Trezor), software wallets (MetaMask, WalletConnect), security companies (Cyfrin), and infrastructure (Fireblocks), among others.Blind signing has been a significant cause of losses in crypto assets. The $1.5 billion vulnerability at Bybit in February 2025 and the approximately $235 million WazirX incident both involved signers approving transactions that did not reflect the true intent. Ledger initiated this project in 2021, formalized it as ERC-7730 in 2024, and transferred governance to the foundation earlier this year to ensure the neutrality of the standard. The ERC-7730 V2, released in April 2026, has expanded its coverage to cross-chain use cases, software wallets, and confidential token primitives.
