XRP Ledger developers test a zero-balance account creation plan, which is proposed to be funded by the sponsor to cover the 1 XRP reserve requirement

According to CoinDesk, XRP Ledger developers are testing a new feature that aims to allow the creation of blockchain accounts with an initial balance of zero, with existing accounts bearing the reserve required for new accounts, thereby lowering the financial threshold for payment applications and automated software to create wallets on a large scale. This proposal was submitted on October 15 in the form of a SponsoredAccountCreate transaction proposal.According to current XRP Ledger rules, each account must reserve at least 1 XRP as a reserve, meaning that creating 100,000 independent accounts would require locking up 100,000 XRP. The new proposal intends for sponsored accounts to bear this reserve requirement, and a broader fee sponsorship mechanism in the future could also allow applications to pay transaction fees on behalf of users, but the overall reserve requirement for the network will not be eliminated. This feature is expected to lower the usage threshold for scenarios such as embedded wallets, RLUSD stablecoin payments, and AI agent automated payments. However, the related code is still under review, and the sponsorship mechanism it relies on has not yet gone live on the mainnet. As of October 19, the mechanism has only received 11 votes out of the 35 required validator votes, still falling short of the 29 votes needed for approval.

Anthropic CEO published a lengthy response to safety concerns, stating that it is necessary to stay at the forefront of technology

Anthropic recently submitted a draft AI safety bill to U.S. lawmakers, which has been questioned by U.S. AI safety advocates. The draft sets a high threshold for the government to urgently halt dangerous models, requiring that risks involve scenarios such as biological weapons, cyberattacks, or AI going out of control, and potentially causing more than 50 deaths or serious injuries, or losses exceeding $1 billion; some provisions may also limit state government regulatory authority.Nathan Calvin, the strategic head of the AI safety organization Encode, subsequently compiled Anthropic's decisions over the past year. In February of this year, the company modified its previously strict safety policy: it had previously committed to pausing training or releases if safety measures did not keep pace with model capabilities, but the new policy no longer requires the company to independently halt R&D at higher risk stages, citing that competitors might take advantage of the opportunity. During the same period, the company invested heavily in computing power, formed a chip team, and allowed Claude to take on more AI R&D tasks. On October 21, Anthropic CEO Dario Amodei posted a lengthy rebuttal on X. He acknowledged that the company had made some mistakes but insisted that competing for cutting-edge AI capabilities did not violate its safety mission, stating that the company adheres to a race-to-the-top approach, believing that only by staying at the forefront of technology can it drive the industry to raise safety standards. He listed nine safety decisions that had cost the company commercially, including restricting the Mythos-level model's open access for months and strictly limiting biology-related requests. The safety roadmap updated by the company on October 19 states that existing policies mainly target the deployment of dangerous models, and in the future, it may be necessary to directly limit the speed of R&D, with plans to propose relevant policy options by January 15, 2027, or explain why none were proposed.

The computing power and inference cost trading platform Itô co-founder Affaan announced that the Itô team has joined the trading company Jump Trading, responsible for its computing power trading business. Affaan and co-founder Alejandro stated that the team will lead the newly established internal computing power trading desk at Jump Trading and has begun trading in this emerging market.According to their introduction, Itô initially hoped to leverage the new contract market to help enterprises address the centralized AI supply chain risks that the existing system struggles to cover. After communicating with over a thousand funds, enterprises, venture capital institutions, and related practitioners, the team focused on the intermediate market for computing power and inference costs. They noted that the common contract duration for capacity is 3 to 5 years, with about 30% requiring prepayment, while the revenue for late seed round to Series C companies is mostly settled monthly and based on usage, and the secondary market prices for popular chips are also quite volatile.Affaan also mentioned that the total contract value for related medium market clusters sometimes ranges from hundreds of millions to several hundred million dollars. Itô previously built a platform as an end buyer, with team members' backgrounds including Goldman Sachs' credit basket business, open-source engineering tools, and supercomputing cluster research. They stated that Jump Trading's conditions in credit, risk control, trading experience, and hardware led them to choose to advance this business through an internal trading desk.
