Thailand SEC says multiple asset management companies have consulted on crypto ETFs, but no applications submitted
According to ChainCatcher, the Thailand Securities and Exchange Commission (SEC) stated to Cointelegraph that several asset management companies have consulted with them regarding the launch of cryptocurrency ETFs, but no asset management company has submitted an application for approval to establish a crypto ETF. The SEC did not disclose the names of the related companies.
The Thailand SEC also mentioned that it is still too early to determine whether the first batch of products can be approved before the end of 2026, as the timeline depends on the preparedness of the applying institutions, the progress of regulatory reviews, and investor protection requirements. The new regulations for crypto ETFs in Thailand took effect last Friday, allowing asset management companies to establish and list spot Bitcoin and Ethereum ETFs locally.
Previously, some companies had provided Bitcoin exposure to Thai investors through products linked to overseas ETFs. ONE Asset Management became the first Thai asset management company approved for a Bitcoin ETF-linked fund in 2024, followed by MFC Asset Management, which launched a fund that invests through BlackRock iShares Bitcoin Trust (IBIT).
Circle CEO: Stablecoin regulation may gradually clarify, not particularly focused on Bitcoin's short-term price
According to ChainCatcher, Circle CEO Jeremy Allaire stated in an interview that he is not particularly focused on Bitcoin's short-term price performance but is more optimistic about the digital dollar used for payments and the AI agent economy.
Allaire stated that the digital dollar can be used for payments, transactions, lending, and investment, and that AI agents will participate in more economic activities in the future, potentially further driving demand for the digital dollar and related blockchain infrastructure, although he did not provide specific data on the growth of this demand. In terms of regulation, the Office of the Comptroller of the Currency in the United States is developing rules related to the "GENIUS Act."
The proposal requires stablecoin issuers to hold reserves not less than the total amount of circulating stablecoins and to redeem at face value within two business days, while prohibiting issuers from paying interest to holders. Allaire believes that the bill has bipartisan support and can provide policy assurance for the stablecoin industry, but broader legislative progress on the U.S. crypto market structure has yet to be made.
CMCC Global tokenizes two quantitative hedge funds, issuing through Tether and Bitfinex Securities
According to ChainCatcher, CMCC Global, a blockchain asset management firm, announced that it will tokenize its Crest Fund and Liberty Bitcoin Accumulation Fund (LBAF), calling them the first tokenized master fund products issued under El Salvador's digital asset legal framework.
The two funds will be issued using Tether's Hadron tokenization platform and will raise funds from qualified investors through the regulated Bitfinex Securities platform, with the subscription period ending on October 30, 2026. Both funds are multi-manager quantitative hedge funds that invest in market-neutral strategies in the digital asset market, including funding rates, cross-exchange and volatility arbitrage, market making, and DeFi strategies.
Crest is priced in USD, targeting returns above U.S. Treasury yields; LBAF is priced in Bitcoin, targeting a net annualized return of 8% to 12%. BTCS S.A., a digital asset treasury company listed in Poland and Frankfurt, has agreed to act as a cornerstone investor and plans to allocate a three-digit number of Bitcoins to LBAF, with specific amounts not disclosed.
The token issuance prices are set at $10 per CREST and 0.0001 BTC per LBAF, with a minimum subscription of one unit; eligible holders can also trade in the secondary market through Bitfinex Securities around the clock.
CryptoQuant CEO: Bitcoin hash rate recovery is an indirect bullish signal from institutions
According to ChainCatcher, CryptoQuant founder and CEO Ki Young Ju stated on the X platform that the continuous recovery of Bitcoin's hash rate is an "indirect bullish signal" from institutional investors. He pointed out that a higher hash rate means stronger security and better value storage fundamentals, and most publicly listed mining companies are supported by traditional financial institutions (TradFi), so the increase in hash rate can be seen as recognition of Bitcoin's security and long-term value by institutions.
Hash rate is an indicator of the computational power of a blockchain network, representing the number of hash calculations that can be completed per second. CryptoQuant data shows that Bitcoin's hash rate has rebounded about 45% from its summer low, rising from approximately 726 EH/s in July to about 1,050 EH/s on Wednesday. However, the global hash rate is still below the peak of 1,305 EH/s reached in October 2025, when Bitcoin's price was above $111,000.
On Thursday, when the U.S. stock market opened, Bitcoin's price was approximately $81,843. Publicly listed mining companies are still expanding their production capacity. Nasdaq-listed NIP Group (NIPG) announced a third batch of asset purchase agreements to acquire approximately 4.47 EH/s of deployed Bitcoin mining machines, with the total hash rate expected to reach 13.85 EH/s after the transaction is completed.
The company currently ranks 16th among publicly listed mining companies with an operational hash rate of 3.11 EH/s, while Bitdeer leads with 79.9 EH/s. On Wednesday, NIPG's stock price fell 6.8% to $6.1, down 86% over the past year; affected by higher-than-expected inflation data, U.S. stocks experienced the most severe sell-off since July, with TeraWulf, Core Scientific, Cipher Mining, and IREN all seeing stock prices drop by about 12%.
Sun Yuchen responds to lawsuit against WLFI: Business is business, does not affect optimism about U.S. technology and crypto policy
According to ChainCatcher, Sun Yuchen recently discussed his lawsuit against the Trump family's crypto project WLFI in a conversation with Jin Ming. He clearly stated that he still firmly supports President Trump's cryptocurrency policy and AI strategy, believing it to be very successful. The reason for suing World Liberty Financial is purely a normal business investor's rights protection action due to insufficient investment transparency, inadequate information disclosure, and even allegations of fraud.
The case has been formally submitted to the federal court in California for adjudication by a federal judge, which fully complies with the operation of the U.S. legal system. Sun Yuchen further clarified that this lawsuit will not affect his judgment of the macro trends in the United States.
He continues to hold a significant position in U.S. technology stocks and is optimistic about TRX being listed on the U.S. spot ETF, the on-chain business of U.S. stocks, and expectations for a strong U.S. dollar and AI industry. Sun Yuchen believes that public opinion has exaggerated and complicated this lawsuit, which is essentially a "business is business" case.
Even if the agreement's subject matter involves $400 to $500 million, it does not significantly impact his overall asset portfolio. Sun Yuchen also stated that he invests with the patience of an old hunter, and when he is completely optimistic and makes a significant decision, he will invest at least $4 billion to $5 billion or more in a single transaction.
DWF Labs: Bitcoin spot ETF fund flows lag behind market trends, difficult to predict subsequent rises and falls
According to ChainCatcher, DWF Labs pointed out in a research report released on Thursday that the daily fund flows of the U.S. spot Bitcoin ETF are difficult to predict for Bitcoin's subsequent trends, as investors tend to buy after the market rises and withdraw during declines.
The study covers 694 trading days since the launch of the U.S. Bitcoin spot ETF in January 2024: during the 8 market events where Bitcoin's price fell by 15%, there were net outflows of ETF funds in 7 instances; while in the 9 market events where the price rose by 15%, there were net inflows of funds. DWF Labs concluded that ETF fund flows are more about confirming market trends rather than predicting them in advance.
Data shows that the correlation coefficient of ETF fund flows on that day with Bitcoin price changes over the previous 5 trading days was 0.54, but the correlation coefficient with price changes over the subsequent 5 trading days was only 0.03. From October 2025 to February 2026, there were net outflows of approximately $6.9 billion from Bitcoin ETFs, and during the market decline from May to June 2026, there were net outflows of approximately $8.2 billion.
DWF Labs also pointed out that some ETF trades may involve buying fund shares while simultaneously shorting Bitcoin through CME futures as a hedging strategy, so fund flows do not directly reflect investors' true bullish or bearish positions.
Coinbase calls on UK FCA to adjust rules to avoid de facto blocking of DeFi access
According to ChainCatcher, Coinbase's European policy director Katie Harries wrote that the proposed cryptocurrency asset regulatory rules by the UK Financial Conduct Authority (FCA) may require regulated platforms to execute customer orders only on FCA-authorized trading venues, thereby limiting users' access to decentralized finance (DeFi) protocols through compliant platforms.
Since decentralized protocols typically do not have entities that can apply for regulatory authorization, the related rules may lead to regulated platforms being unable to provide DeFi access services, effectively creating a ban.
The relevant cryptocurrency regulatory system is expected to be implemented starting October 25, 2027.
RBA: Cancellation of additional fees for designated card networks starting October 1
According to ChainCatcher, the Reserve Bank of Australia (RBA) stated in the FAQ section of its retail payments regulatory conclusion document that the cancellation of additional fees for designated card networks such as eftpos, Mastercard, and Visa starting October 1, 2026, is in the public interest. The RBA will lift the ban on additional fees for the aforementioned networks based on the 2016 Standard No. 3 and the 2026 revision of merchant card payment costs and additional fee standards.
Eftpos, Mastercard, and Visa have all decided to introduce rules prohibiting additional fees starting from that date, generally applicable to their credit, debit, and prepaid cards, including cards issued overseas. American Express, UnionPay, and PayPal have also decided to cancel additional fees, but are currently not formally regulated by the RBA.
American Express and UnionPay will exit their existing commitments with the RBA on October 1, 2026, and PayPal's ban on additional fees will take effect on October 5, 2026. This scope is limited to fees charged due to customer card payments and does not include weekend, public holiday surcharges, booking fees, or service charges. Merchants must comply with the new card organization rules unless exceptions apply; corporate, nonprofit, and inter-business card payments do not receive a general exemption. The reforms will be implemented in phases.
Starting from October 1, 2026, a lower interchange fee cap will apply to domestic card transactions; from October 30, designated card networks and large acquirers must publish the specified card payment fee information on their websites. From January 30, 2027, large acquirers must disclose how the reduction in interchange fees is passed on to merchant service fees; from April 1, the interchange fee cap will apply to transactions involving foreign-issued cards acquired in Australia, and acquirers must also provide merchants with more detailed statements. The RBA stated that businesses can still factor the costs of accepting card payments into their overall pricing and may offer discounts for specific payment methods.
Chinese Prosecutors Seek to Confiscate Over 61,800 Bitcoins in Qian Zhimin Case
According to ChainCatcher, citing a report from CoinDesk and The Paper, Chinese prosecutors are seeking to confiscate over 61,800 Bitcoins and other assets related to a fraud case involving over 40 billion yuan. The case revolves around Qian Zhimin, the actual controller of Tianjin Lantian Ge Rui Electronic Technology.
Prosecutors stated that from 2014 to 2017, the company sold unlicensed financial products in China, raising over 40.378 billion yuan from more than 102,000 investors, resulting in nearly 20 billion yuan in losses for investors. The funds were allegedly used to repay early investors, operate fraudulent investment projects, and purchase Bitcoins, real estate, cars, and jewelry, rather than being invested in real businesses. Qian Zhimin fled China in 2017 and settled in the UK.
UK authorities have seized his assets, including over 61,800 Bitcoins, as well as Bitcoin Cash, Bitcoin Gold, Bitcoin SV, Ripple, Dogecoin, cash, jewelry, and investment holdings. On October 13, the Tianjin Second Intermediate People's Court stated that it has accepted the prosecutors' application to confiscate the aforementioned assets as illegal gains and has initiated a six-month announcement period for victims and stakeholders to participate in the litigation; those who do not participate can still apply for compensation for the recovered assets.
Previously, the UK High Court ruled that for the over 61,000 Bitcoins seized in the UK, victims claimed that Chinese law should apply rather than UK law. The ruling requires a determination under Chinese law regarding whether victims have property rights, and a hearing will follow, with some victim lawyers seeking to appeal.

Operating profit decreased approximately 56% year-on-year to $718 million, with an operating profit margin of 2.6%, down 3.2 percentage points year-on-year.
The company stated that increased R&D and other operating expenses, reduced regulatory credit income, and declining gross margins in the energy business have put pressure on operating profit, with operating expenses rising approximately 39%. Overall GAAP gross margin rose to 19.6%, an increase of approximately 1.6 percentage points year-on-year, and also higher than the previous quarter. The automotive gross margin, excluding regulatory credits, was approximately 18.1%, improving compared to the previous quarter and the same period last year.

Fox Business: Three Companies Plan to Operate Tokenized Securities Trading Venues Under SEC Innovation Exemption
According to ChainCatcher, the U.S. Securities and Exchange Commission (SEC) stated that three companies have notified it of their plans to operate tokenized securities trading venues (TSV) under the new innovation exemption policy.
TSV LLC is held by Obsidian Systems co-founders Ali Abrar and Ryan Trinkle, with Ryan Trinkle also serving as a board member of the Canton Foundation; the platform plans to operate on the Canton Network. OKXICE is a joint venture between OKX and ICE Markets, planning to operate on OKX's Ethereum Layer 2 network X Layer. Kephas Corp. is the U.S. subsidiary of Perpetuals.com, led by founder @PGruhnPDC, who previously served as head of FTX Europe; this platform plans to operate on the public, permissionless Layer 2 network Kronos X Public, which adopts a licensed trading pool.
The SEC stated that being listed does not mean that the relevant companies have met the conditions for the innovation exemption.
U.S. Blockchain Association: Urges Advancement of Bipartisan Digital Asset Tax Legislation
According to ChainCatcher, the U.S. Blockchain Association has issued a statement saying it has written to the leadership of both the House and Senate, urging Congress to advance prudent, bipartisan digital asset tax legislation, and launched TaxClarityforAmerica.com for the public to understand principles, view congressional progress, and contact legislators.
The association stated that approximately 67 million Americans hold and use digital assets, but the current tax system is outdated, leading to uncertainty for taxpayers, excessive compliance burdens, and forcing innovation to move overseas. Its "Digital Asset Tax Principles" include: meaningful small exemptions; taxation of mining and staking rewards as newly created property upon disposal; reporting arrangements that protect taxpayer privacy; tax compliance based on economic substance rather than technical form; and wash sale rules that do not penalize everyday activities while preventing abuse.
The association also stated that the House Ways and Means Committee has previously advanced legislation related to digital asset taxation, and Senator Steve Daines has also proposed a Senate version; Congress will be in recess until after the elections on November 3, but there remains a legislative window during the short session.
Coinbase's Irish Subsidiary Fined €3.25 Million for Customer Fund Protection Violations
According to ChainCatcher, Bloomberg reported that the Central Bank of Ireland has fined Coinbase's Irish subsidiary €3.25 million (approximately $3.6 million) due to deficiencies in its outsourced governance framework and inadequate customer fund protection measures. The regulator pointed out that the company relied excessively on the U.S. Coinbase Group to execute customer fund protection processes, and design flaws in the system and insufficient control testing led to long-term insufficient funds in its designated customer fund protection accounts.
A Coinbase spokesperson stated that the relevant issues mainly occurred during the 2023 U.S. banking crisis, when the company directed customers to deposit funds into other bank accounts of Coinbase to mitigate potential losses from bank failures, but this practice resulted in customer funds being mixed with funds held by other Coinbase entities, which did not comply with regulatory requirements.
Last year, the Central Bank of Ireland also fined Coinbase Europe €21.5 million for violating anti-money laundering and counter-terrorism financing transaction monitoring obligations (which included a 30% settlement discount).
Cysic Offers 10% White Hat Bounty to Attackers: Requests Return of Stolen ETH Within 72 Hours
ChainCatcher reports that Cysic has proposed a settlement to the attacker who unauthorizedly issued 10 million CYS, requesting the return of 275.872 ETH to a designated address of the Cysic Foundation within 72 hours after the on-chain announcement, which accounts for approximately 90% of the confirmed ETH revenue.
In exchange, the attacker may retain the remaining approximately 30.652 ETH as a bounty for the vulnerability.
Cysic stated that it has restored key aspects of the attack and retained relevant technical and on-chain evidence; if the funds are not returned within the deadline, the project team will escalate the matter and seek intervention from law enforcement to promote a comprehensive criminal investigation.
JPMorgan: The tech sector still has a surplus of $400 billion this year
ChainCatcher reports that JPMorgan's latest report states that publicly listed tech companies worldwide are expected to generate approximately $2.2 trillion in operating cash flow this year, with capital expenditures and R&D expenditures totaling about $1.8 trillion, leaving a surplus of around $400 billion, sufficient to support current AI infrastructure investments without relying on external financing.
In response to market concerns about the sustainability of financing models for new cloud vendors, JPMorgan believes that their scale is still relatively limited compared to the entire tech industry, and even if financing comes under pressure, it is unlikely to shake the overall AI investment cycle. The report estimates that new cloud vendors will generate approximately $30 billion in operating cash flow this year, with capital expenditures and R&D expenditures around $80 billion; if there is a funding gap, more financially robust hyperscale cloud service providers can still take on the related demand.
JPMorgan also pointed out that part of the current financing demand in the tech sector comes from large-scale stock buybacks, and companies can release funds by cutting back on buybacks to maintain AI investments. The overall stock position in the market has fallen from the mid-September peak, and trend-following investors' long positions in semiconductors have also been largely digested. The bank believes that the short-term downward space in the market is gradually narrowing.
South Korea's Financial Commission Chairman: Virtual asset taxation needs to fully consider multiple factors, digital asset legislation has entered the final negotiation stage
ChainCatcher reports that according to Yonhap News Agency, South Korea's Financial Commission Chairman Lee Ik-yeon stated during a comprehensive inspection at the National Assembly's Political Affairs Committee regarding the virtual asset taxation that will take effect next year, "various situations need to be fully considered."
People Power Party member Song Yeon-sik questioned whether to abolish or postpone the taxation, stating that the nature of digital assets and policy direction have not yet been determined, and taxation should be prioritized with the establishment of the "Digital Asset Basic Law." Lee Ik-yeon responded that the legislation related to digital assets is in the final negotiation stage and will promote discussions as soon as possible; regarding taxation, opinions from various parties are diverse, and they are still being collected.
South Korea's virtual asset taxation was introduced in 2020 through amendments to the Income Tax Act and has been postponed three times. The government is currently advancing administrative procedures according to the timeline for implementation in January next year, but some in the industry and even within the ruling party believe that due to unclear standards and insufficient infrastructure, the timing for implementation is not yet mature.
Dragonfly Partner Haseeb: A wave of attacks similar to the COVID-19 pandemic is emerging in the cybersecurity field, with the crypto industry being the most affected
ChainCatcher reports that Dragonfly Managing Partner Haseeb Qureshi stated that a wave of attacks similar to the COVID-19 pandemic is emerging in the cybersecurity field. He believes that on-chain hacking incidents are the "canary in the coal mine" for cybersecurity, as on-chain is the easiest place for cyberattacks to be monetized.
He cited DefiLlama Research data indicating that the number of on-chain hacking incidents has surged, but the annualized scale of stolen amounts is roughly equivalent to that of 2025, with losses per incident decreasing.
He stated that most small protocols have been compromised, while large protocols have strengthened their defenses using AI tools. He expects similar situations to emerge in the broader internet space.
Anthropic opens Claude Duet research preview
ChainCatcher reports that Anthropic opened the Claude Duet research preview on October 21. This is a standalone application where Claude acts as a proactive agent, prompting users about matters that need attention, completing tasks assigned by users, and continuing to work after users leave; it will seek confirmation before acting on behalf of users. The product is aimed at professionals and small business owners, providing iOS, Android applications, and claude.ai, with the research preview included in the Pro and Max plans, sharing usage limits with other Claude features.
Users need to join a waitlist, starting with Pro and Max users in the U.S. Claude Duet is designed around Claude Opus 5.5. It sends brief summaries across connected applications every morning, monitors these applications throughout the day, and only sends messages when attention is needed, capable of handling tasks such as scheduling meetings, building dashboards, financial or sales forecasts, prototyping, and web applications. The application utilizes memory, skills, and connected applications from the Claude account, supports communication via typing or voice in the same ongoing thread, and is equipped with a virtual machine with a browser, not relying on user devices to stay powered on.

Enterprises can use Stripe's Link digital wallet or Shopify's Shop Pay for procurement, and it will soon support logging into websites using saved login information from 1Password with user permission.
In terms of security, the product follows a trusted agent framework, with hosted agents not directly seeing passwords or login tokens, and it has automatic mode classifiers and prompt injection protections; Anthropic has conducted red team and external penetration tests and included them in a public bug bounty program. Before sending messages, making payments, signing documents, or deleting content, it will display the intended action and wait for approval, and securities trading or account transfers are prohibited even if approved. Early versions may misinterpret conversations or misjudge urgency, with core functionalities focused on work, while personal tasks like booking are weaker, and it cannot currently show users its browser, remaining separate from the main Claude application, with backend checks counted towards plan usage.
D3 launches Frontier Hyperliquid Vault, Hyperion DeFi becomes launch partner
ChainCatcher reports that domain infrastructure company D3 has announced the launch of the Frontier Hyperliquid Vault, a membership program that provides participants with priority access to a new round of top-level internet domains. Nasdaq-listed Hyperion DeFi (NASDAQ: HYPD) has been named the launch partner for this vault.
D3 is a core contributor to the Doma Protocol and one of the few ICANN-certified Web3 registrars, with investors including Paradigm. As the program launches, ICANN has opened the second round of new top-level domain applications in internet history in August 2026, receiving over 1,600 applications covering suffixes such as .agent, .crypto, .wallet, .sol, .robot, and .hype is also included in this round of applications.
The last round of expansion occurred in 2012, resulting in approximately 1,200 new top-level domains, which are now used by tens of millions of websites. The participation process involves users depositing qualified assets with supported custodians on Solana and Hyperliquid to earn Frontier Points, which can then be used to gain priority in registering domain names before formal registration by committing points.
As part of the initial commitment, Hyperion DeFi will receive a distribution of DOMA tokens in future potential token generation events based on incentive arrangements with the Doma Foundation. The Doma Protocol is a blockchain compatible with DNS, aimed at tokenizing the domain name market, which is approximately $360 billion.
S&P Global Ratings: First-time rating of Revolut at BBB+, expected to issue bonds in 2027
ChainCatcher reports that S&P Global Ratings released a report on Thursday, granting the UK digital bank Revolut its first BBB+ investment-grade rating and expects the company to issue senior unsecured bonds in 2027 to establish a debt buffer capable of absorbing potential losses and meet regulatory requirements.
The report notes that Revolut's balance sheet has exceeded £40 billion (approximately $53.5 billion); if the bank were to fail, the Bank of England might push for a restructuring, with investors bearing the corresponding losses. S&P expects that as Revolut expands its unsecured retail loan business and launches mortgage products, its loan portfolio will double by 2027 and double again by 2028.
S&P believes that Revolut has a strong consumer brand, a scalable technology platform, and an increasingly diversified product offering, but its main banking client relationships still account for a lower proportion compared to traditional banks, and rapid global expansion may exacerbate operational complexity and compliance risks. BBB+ is considered a lower tier within S&P's investment-grade ratings.
Zipcoin announces shutdown due to complete leak of codebase and private keys, plans to liquidate remaining tokens
ChainCatcher reports that Zipcoin has announced its shutdown, stating that the project's codebase and related keys have been fully compromised, and attackers may control the project’s wallets and infrastructure. The team stated that they attempted to migrate the code and rotate credentials in the past 12 hours but failed to find a viable security solution.
Zipcoin also disclosed that the project was affected by the UNCX incident on October 15, where hackers stole approximately 1.1% of the supply from multiple Ethereum tokens, including ZC, PAAL, and EDGEN, and sold them on the open market.
The team subsequently attempted to buy back tokens from the market to compensate for the token shortfall corresponding to future team commitments.

Jensen Huang: neocloud demand is extremely high, but capital is insufficient
ChainCatcher news, NVIDIA CEO Jensen Huang stated during an interview with CNBC reporter Arjun Kharpal at the GTC conference in Berlin on Thursday that the demand for neocloud is extremely high, with extraordinary capabilities, but insufficient working capital is constraining growth.
He mentioned that there is huge demand in multiple fields of artificial intelligence, and the capital demand far exceeds supply, a problem that will be resolved. Jensen Huang stated that electricity is a major constraint on the expansion of artificial intelligence, and electricity prices are higher in Europe. He believes that allocating scarce energy to companies like Nebius and Mistral is crucial for their growth.
Investment can enter Europe, but local infrastructure must be established first; if neocloud can build infrastructure locally in Europe, the AI ecosystem and economy can start and remain in Europe. He added that the entire Europe needs more neocloud. NVIDIA is conducting media activities in Europe this month and has committed nearly $10 billion in investments to local companies, universities, and research institutions.
During his visit to London last week, Jensen Huang announced investments exceeding $1 billion in five UK startups, and the company is also investing in several French startups. He stated that NVIDIA is trying to kickstart the AI economy in Europe, which has a wealth of technology, industrial experience, and research capabilities, ready to participate and build a local AI economy.

The source requested anonymity as the discussion pertains to non-public matters. According to Moneycontrol's content reprinted from Bloomberg, this transaction shows the role of domestic lending institutions in Huawei's offshore financing since the U.S. imposed restrictions on Huawei in 2019. Before finalizing, Huawei had exploratory contacts with international banks. Huawei, Bank of China, China Construction Bank, and Industrial and Commercial Bank of China did not immediately respond to requests for comment.
Reports indicate that Huawei's R&D spending increased to 121 billion yuan in the first half of this year, while hoarding inventory due to soaring memory costs led to a negative cash flow of 39.9 billion yuan, eroding current profits. According to compiled data from Bloomberg, this is Huawei's first offshore syndicated loan since raising 11.8 billion Hong Kong dollars (approximately $1.5 billion) in 2020.
ByteDance's commercialization GenAI head Wen Shilei reportedly leaves, may join Octopus Power
ChainCatcher news, according to Beating AI news, Wen Shilei, head of commercialization GenAI R&D at ByteDance, has reportedly left recently, with the next stop possibly being the embodied intelligence company Octopus Power, where he may serve as a partner. Wen Shilei joined Baidu in 2011, serving as the head of visual technology and chief architect of the smart city division, and has won Baidu's highest award twice.
After transitioning to ByteDance in 2021, he initially focused on digital humans, XR, and other technologies, and later took charge of engineering R&D for generative AI in commercial scenarios such as advertising. This business line has recently lost core leaders in succession. The former head of the commercialization GenAI department, Peng Bingyue, left in July this year and subsequently joined Google; the former head of the China region, Yuan Zehuan, also left in July to pursue a startup in world modeling.
With Wen Shilei's departure, the remaining team members have been reassigned to other departments. Octopus Power was founded in January 2026 by former executives from Horizon and Jianzhizhi Robotics, Du Dalong, focusing on developing world models for robots, dexterous hands, and data collection systems, having raised nearly 1 billion yuan in total financing by June this year.
On October 15, Octopus Power confirmed that co-founder Liang Zhujin would leave; Liang Zhujin previously oversaw post-training and data operations, and it is currently unclear whether Wen Shilei will take over related responsibilities.

Is the U.S. stock market weakening the crypto market cycle?
The tokenization of U.S. stocks and government bonds brings such an anchor. Their value comes from corporate profits and interest rates, with no necessary connection to coin prices. With such assets, funds can remain in a bear market, exchanges and protocols can rely on services to sustain operations, and developers have reasons to plan across cycles.
The premise is that the crypto industry is willing to accept the rules of the traditional market, allowing U.S. stocks to enter the chain in the form of collateral and places for funds to stay. If it is only made into another high-leverage chip, it will only bring more severe volatility.
This also means that native tokens will no longer monopolize on-chain capital. However, a crypto market that does not need to be rebuilt every four years may be the most profound significance of tokenization for this industry.

30% of Bitcoin faces quantum risk, where do they come from?
Operational security Bitcoin supply distribution by entity type. Summary. The quantum risk of Bitcoin can be categorized into different types, each with varying impacts.
Structural risks: Early legacy token migration is extremely difficult, and new protocols like P2MR can gradually optimize the risks of modern Taproot addresses; Operational risks: Larger scale and greater controllability, where exchanges have massive stock assets, capable of large-scale risk-averse migration conditions.
Thus, it can be seen that the quantum security layout of Bitcoin does not solely rely on upgrades to underlying network protocols; a large number of risk assets in the market can effectively reduce risks through current operational adjustments. For exchanges and professional custodians, standardizing address usage, optimizing reserve asset layouts, reducing key reuse, and formulating asset migration plans are not distant fantasies but practical means to effectively reduce quantum risks immediately.
Exclusive interview with former FTX executive: The Netflix new series surrounding the SBF love story is simply absurd
"I am very grateful that I not only still have my freedom but also have the opportunity to start a company again," she said. However, Constance was very surprised that Netflix never contacted her to understand her personal experiences before creating a character based on her.
"I specifically searched my email and found no messages from Netflix. Of course, I did not receive any information about the plot or script." "I don't know how they will shape my character. To be honest, I am a bit nervous about it."
Despite this, Constance stated that she does not harbor resentment towards those who once built FTX with her and worked hard together. "I don't hate Sam, nor do I hate any of them."
