Architectural Innovation: Achieving a "Three-in-One" Closed Loop for Recharge, Consumption, and Settlement Based on OP Stack

In traditional prepaid card and local voucher settlement systems, the flow of transaction information and the flow of fund settlement are often long-term separated.

Toss and KOMSCO directly adopted the Ethereum Layer 2 open-source framework OP Stack in this test. Utilizing the high programmability of smart contracts and the high throughput and low Gas characteristics of Rollup, both parties have connected the full lifecycle flow of funds on-chain. Test results show that the system successfully achieved user recharge, offline/online QR code consumption, and final fund settlement for merchants in a "single blockchain transaction" executed atomically in one go. Merchants can realize immediate fund arrival and rights confirmation after receiving payments, completely bidding farewell to the traditional settlement waiting period of several working days (T+N) with banks and acquiring card organizations.

This proof of concept has attracted attention due to the unique positioning of both parties in traditional and cutting-edge fields:

  • KOMSCO (Korea Minting, Security Printing and ID Card Operating Corporation): As the official issuer and regulatory technology guarantor for South Korea's legal currency, national licenses, and public vouchers, it injects the highest level of sovereign credit endorsement and anti-counterfeiting, anti-fraud risk control standards into the project;

  • Toss (a financial unicorn under Viva Republica): With a mobile payment interface covering tens of millions of high-frequency users across South Korea and a mature merchant acquiring network, it provides a "last mile" channel for seamlessly embedding cutting-edge blockchain technology into daily retail consumption scenarios.

Supporting the Real Economy: Eradicating Fund Occupation for Small and Medium-sized Merchants, Preventing Public Fund Cashing Out

"Local Love Vouchers" are a special consumption stimulus tool implemented by the South Korean government to boost the local economy and support small and micro merchants. However, in the past, pain points frequently emerged in the operation of paper or closed centralized systems:

  • Accelerating Micro Cash Flow Turnover: Under traditional models, small and medium-sized merchants often have to wait for multiple reconciliations from acquiring institutions to recover funds after advancing capital for shipments. In light of the evolution of South Korea's Web3 infrastructure in late September, the PoC between Toss and KOMSCO indicates that the narrative of the Ethereum Layer 2 ecosystem is accelerating its transition from mere DeFi speculative trading to becoming a key infrastructure capable of supporting national-level public financial tasks. Although both parties clearly state that this test is still in an independent sandbox testing environment, has not officially launched, and has not yet announced a commercial timeline, the successfully validated "single instant settlement" model has already provided a highly demonstrative operational template for central banks and public finance departments worldwide to utilize open-source blockchain technology to transform local payments and fiscal transfer payments.
