U.S. CFTC Chairman: The derivatives market will enter a new stage of development and cannot blindly follow regulatory consensus

Michael Selig, Chairman of the U.S. Commodity Futures Trading Commission (CFTC), wrote in The Economist that the global derivatives market is entering a new stage of development, where financial innovation needs to lead, rather than introduce regulatory models that may restrict market development.Michael Selig pointed out that for decades, derivatives (including financial contracts such as futures, options, and swaps) have been important tools for businesses, farmers, investors, and financial institutions to manage risk and optimize capital allocation. Today, the nominal value of the global derivatives market has exceeded $1.2 quadrillion, with nearly half of the market regulated by the CFTC.He stated that the United States' leadership in the derivatives field is built on generations of market competition, strong institutions, effective regulation, and an open attitude towards innovation. For a long time, global regulators have regarded the CFTC as a benchmark for efficient market regulation.Selig said, "The new era of finance needs innovation, not consensus." The United States will not introduce regulatory measures that hinder market development but will seek a balance between innovation and market efficiency. During his tenure, the U.S. will continue to play a leading role in the formulation of derivatives market rules and financial innovation, driving the market to remain competitive.

Jiang Yi, Director of the Policy Research Office of the National Development and Reform Commission, stated at a press conference on July 31 that in the first half of the year, China's pace of independent innovation in artificial intelligence has accelerated. Domestic companies such as Deep Exploration and Dark Side of the Moon have successively released open-source large models with parameter scales reaching "trillion" levels, and the global download volume of domestic large models has surpassed 10 billion times. The next step will focus on strengthening research and development in cutting-edge areas such as the basic theory of large models, training and inference efficiency, multimodality, and intelligent agents, and accelerating the layout and construction of national artificial intelligence application pilot bases, while vigorously cultivating intelligent derivative enterprises.Jiang Yi pointed out that there will be a coordinated approach to high-quality development and high-level security, accelerating the legislative process of the "Artificial Intelligence Law", constructing a "development---regulation---security" closed-loop system, establishing and improving technical monitoring, risk warning, and emergency response mechanisms, and adhering to the development concept of "human-led, for human use, and benevolent to humanity," actively responding to the impact of artificial intelligence on economic operation and employment distribution.

Amazon laid off employees in the AGI department last week and closed the AGI Lab established in 2024 by absorbing the AI startup Adept team. AGI head Rohit Prasad left in December 2025, and AGI Lab head David Luan stepped down in February of this year. The AGI organization was integrated under Senior Vice President Peter DeSantis in December of last year, merging with chip development and quantum computing. An Amazon spokesperson responded that the company "has long supported AI models in production environments" and emphasized that "AI models remain one of the company's most important work directions," with the model lineup continuously evolving based on customer needs.
